Davao Mayor Rodrigo Duterte limits the speed of any vehicles to maximum speed of 60kph, 40kph and 30kph effective 29th of October of last year, 2013. Implementing a maximum vehicle speed within Davao City will help reduce road accidents and protect people's lives.

When this executive order was implemented in Davao City, many people complained since some said that it slowed down life and business in the city. Most of the people were used to ride a vehicle going to their destination fast or more than the maximum speed limit.

Most of the time, when I ride a jeepney going to school, most of them are violating the new road rule implemented. Most of the jeepney drivers were over speeding when they reach Quimpo Boulevard road near Matina. Some also if not having the same route with Calinan or Mintal jeepneys, they are also over speeding when they saw the road clear or if they think they can over speed. So, I observed that they only follow the executive order when there are traffic enforcers who are monitoring their vehicles' speed using the speed gun. But when the enforcers were not around, they drive to the fullest. So, I think of an innovation in which the jeepney drivers will force to follow the rules.

I will somehow call it a Speed Limit Automated Monitor. In this kind of innovation, when the monitor will detect a certain approaching vehicle's speed is over the maximum speed limit within that area, it will automatically record or get the plate number of that vehicle and capture the vehicle itself. After that, the monitor will store it to its database and send it to the Traffic Management Center or LTO. Together with the report is the amount of speed enforce by that vehicle.

With this kind of innovation, the jeepney drivers or vehicle drivers will force to obey the executive order issued by Mayor Duterte last October 9, 2013. If they will not obey the executive order, then they will going to have a problem in renewing their driver’s license.



Upon observing Davao City, I came to think of an innovation of the public utility vehicles. When riding a public transport vehicle, especially the jeepneys, you can see some problems that may arise. First, if the jeepney does not have a conductor, sometimes collecting and giving change to the passengers will slow down or may cause delay to the trip. Second is the problem with the 123 passengers, it means that some passengers don’t pay. Third, some passengers sometimes don’t know where they will get off the jeepney because maybe they were not familiar with the place or city.

We could implement a high-tech vehicle, I will call this innovation of mine as Smart Minibus. In this improved vehicle or smart minibus, when the passenger enters, an assistant will ask if where is his or her destination. After that, the passenger will need to swipe his or her card to a specific machine of the vehicle for their payments. This card is a prepaid card which means, you can load it in order for your card to have a balance which he or she can use when riding in the smart minibus. If the card has an insufficient balance, he or she cannot enter and ride the said vehicle. After the passenger successfully swiped his or her card and already told the vehicle assistant where his or her destination is, the assistant will tell the passenger what seat number he or she can sit. The purpose that there is an assistant inside the vehicle is that, of course, he or she will assist the passengers because if it is an automated machine, maybe it will cause hassle or delays to the other passengers, for example if a new upcoming passenger is having a difficulty in operating the machine or device. Once the assistant will select the destination of the passenger and successfully entered it, it will automatically reflect to the monitor for the driver. In this monitor, the driver will already know the smart minibus’ next stop.

If the vehicle is already full, there is a sign or led infront of the vehicle to inform the passengers wannabe that the vehicle cannot accommodate another passenger or there is no more seat available for them. If how many number of seats are available inside the vehicle, it will also reflect to the sign or led as well. This type of transport vehicle still has a specific route same with the public utility jeepneys nowadays. This vehicle is not a whole machine-operated for the people of the city will still have a job, because if all the vehicles will be machine-operated, many public utility jeepney drivers will lose their job.

This type of vehicle will also have a GPS where the operator of the vehicle could track the minibus. The minibus will also have seat belts for each of the passengers for a safety precaution or to increase the chances of survival of the passengers if in case road accidents will happen.

In additional, if in case the passenger will change his or her mind about his or her destination, there is a device in his or her seat wherein he or she can choose his or her new destination, but, in order for that to be a valid request, he or she needs to swipe his or her card again and a certain charge will apply.

With this type of innovation, you can see differences with the normal or common type of public utility jeepneys and this Smart Minibus. It will minimize delays on the road trip, it will force passengers to do their responsibility as a passenger like no more 123.

In Davao City or other places all over the Philippines, we could see that there is No Loading/Unloading or No Parking signs. But unfortunately, some of the drivers disobey the signs. They still unload passengers even if they already read the NO UNLOADING sign and some will fetch passengers although there is a NO LOADING sign. Same with the no parking, there were still stubborn drivers that park their vehicles to the no parking zone.

With this kind of problem or issue, I made an innovation which the drivers of public transport utility vehicles will force to obey the road signs such as No loading/unloading and no parking. Together with these signs, comes with a device that will monitor if a vehicle will disobey the sign. It will detect if a vehicle loads or unloads a passenger. The movement of dropping off a passenger of a certain vehicle was already recorded to this type of device so that it could detect if a vehicle disobeyed the road sign. Same with the no parking problem, if the device will detect that a certain vehicle is not moving for a couple of minutes, it will automatically get the plate number and capture the car and it will automatically send to LTO or any government office that is responsible in taking care with this kind of violation. The sign will also have a light in top of it which will light up when it detects that a vehicle violated the rule or disobeyed the sign. According to, there are corresponding violation penalties for first offense, second offense, and third offense. Therefore, the drivers should obey the road signs in order to avoid paying for penalties.
